Teachers union, community groups want elected school board
At a meeting Friday at Rainbow/PUSH Coalition headquarters on the South Side, Chicago Teachers Union officials met with the Rev. Jesse Jackson and representatives from civic groups that helped lead the attempt to block Chicago Public Schools' recent efforts to close or "turn around" 17 chronically underperforming schools.
The aim of these meetings, Jackson said, is to build momentum to wrestle control of Chicago's school board away from the mayor and restore it as a publicly elected body. Though a formal plan is not yet in place, officials said, all options are on the table, including working through the Illinois Legislature or the federal court system to bring about change.
A Tribune/WGN-TV poll during the mayoral campaign last year showed public support for just such a move. Seventy-seven percent of those polled said the school board should be elected, while just 17 percent said it should be appointed by the mayor. None of the major mayoral candidates, including Rahm Emanuel, supported returning to the old system of electing a school board.
"This is not about a confrontation with Rahm, this is about the democratic principle," Jackson said. "This is not personal."
Amid criticism from Jackson, the union and scores of community members, the seven-member Chicago school board unanimously approved a slate of changes Wednesday that included closing seven schools and the wholesale restructuring of 10 others, a process CPS calls "turnaround."
Emanuel and CPS leadership maintained that these schools were among the worst in the district, plagued by not only academic failures, but school cultures that were not conducive to a quick fix.
Explaining his vote, board member Rodrigo Sierra said, "I refuse to allow students to wait one more day for access to world-class education they deserve.
"While the plans I consider today may not be perfect , while change is hard, while we may not realize its goals we desire, we simply cannot stand by and continue to fail our children."
Jackson said Rainbow/PUSH will call on the U.S. Department of Justice to investigate inequalities in the city's public school system that, he said, have disproportionately affected African-American and Latino students. Jackson said the complaint could lay the groundwork for a federal civil rights lawsuit to end decades of CPS policies that, he said, have drained resources from struggling schools, further destabilized low-income neighborhoods and put minority students at a disadvantage.
Drawing comparisons to the civil rights movement of the 1950s and 1960s and the struggle to end apartheid in South Africa, Jackson said CPS' practices, from a tiered school structure and mayor-appointed school board to school board meetings held during weekday afternoons, are designed to limit community participation and public criticism.
"It's not as if the evidence is not there that the actions CPS has taken ? have done irreparable harm to education in our neighborhoods," said Jitu Brown, a member of the local school council at Dyett High School, one of two schools that will begin a three-year phaseout next fall. Dyett's incoming freshmen will be reassigned to Phillips High School, another struggling South Side school a few blocks away.
"Young people's academic progress and their safety has been put in harm's way," said Brown, who represents the Kenwood-Oakland Community Organization. "So when the mayor says he can no longer sit by and wait, or when (CPS chief Jean-Claude) Brizard says they have to do something, I'll push back and say, 'You have been doing something. These have been your policies, your approach to education.'"
Fueled by the school district's poor academic performance, troublesome bureaucracy and bleak financial picture, a Republican-led state Legislature gave control of CPS to former Mayor Richard M. Daley in 1995. Daley set about to strengthen leadership atop the district and streamline its decision-making, whittling the 13-member elected school board down to seven members appointed by the mayor.
In the years since, a mishmash of reform efforts has produced some significant gains within CPS. Graduation rates have improved. The number of students dropping out has shrunk. But a report released last fall by the University of Chicago Consortium on Chicago School Research indicated that the reform efforts ? particularly the opening and closing of schools in the last decade ? have hurt minority students and widened the achievement gap between white and black students.
After years of working to improve conditions for minority students inside the system, Jackson said, help needs to come from outside.
"We are going to ask for federal intervention to end patterns of racial and resource segregation," Jackson said. "And to empower parents with the right to vote, as they do in every other school district in the state."

CARROLLTON ? A well-known Dallas chef and restaurateur is dead following a tense standoff with police late Friday night.
Carrollton police said the suspect, 52-year-old Travis Henderson of Carrollton, had reportedly been involved in a family disturbance, was found in a car with a gun outside the Valley View Christian Church, 17601 Marsh Lane.
The Dallas police SWAT team was called in at 9:12 p.m. to try and talk Henderson into surrendering after the first units heard a noise believed to be a gun shot. Investigators said the suspect had indicated he had planned to harm himself.
Dallas police spokesman Lt. James Walton said Dallas police negotiators made contact with the suspect.? But then ? at 11:45 p.m. ? Henderson exited the car brandishing a handgun.
"A Dallas SWAT officer, fearing for his safety, discharged his firearm," Lt. Walton said in a written statement. "The suspect was struck and died at the scene."
Henderson was the longtime chef at Newport's Seafood in the Dallas West End and was owner of The Place at Perry's in Uptown Dallas. He left Perry's in 2010 and had been working as a restaurant consultant.
Debbie Henderson told News 8 her husband was a good man and a loving father who had struggled with depression for years.
"I wish I could have done more," she said.
Dallas police identified the officer who fired the fatal shot as SWAT Senior Cpl. Samuel McDonnold, and Dallas will be handling the investigation of the shooting.

Noreen Halpern leaves Entertainment One Television
Noreen Halpern, Entertainment One Television?s president of dramatic programming, will leave Entertainment One, after more than three years with the company. Halpern mounted such Canadian shows and co-productions as Rookie Blue, Haven, Call Me Fitz, Almost Heroes, and The Firm.
Halpern was initially a creative executive with Alliance Entertainment. She survived the Alliance Entertainment/Atlantis Films merger, as it became Alliance Atlantis. In 2002, Halpern and John Morayniss left Alliance Atlantis to establish Blueprint Entertainment, which was subsumed into Entertainment One in 2008. Blueprint Entertainment was best known for Testees, The Best Years, Whistler, Exes & Ohs, and Love You to Death.
Halpern?s exit comes ten days after Entertainment One withdrew plans to sell itself. Halpern?s post is now partially split, as Margaret O?Brien is the first president of Entertainment One?s Canadian television division.

Colorado Elections Chief Changes Campaign Finance Rules ? CBS ...

DENVER (AP) - Colorado?s Republican elections chief has changed state campaign finance rules over the objections of Democrats.
Secretary of State Scott Gessler announced rule changes Wednesday including limiting some campaign-finance fines. The changes also raise the cap on donations to certain political groups before they have to report to the state.
Democrats and left-leaning activists opposed the rule changes, saying they make it easier for deep-pocket donors to influence campaigns. Other activists said campaign-finance rules needed clarification to make it easier for average folks to participate in politics.
Gessler made the final decision on the rule changes, as permitted under state law. They take effect March 7 and become permanent March 30.

Climatologist Michael E. Mann is most famous for what he calls one of the ?least interesting? aspects of his work. In the 1990s he used data from tree rings, coral growth bands and ice cores as proxies for ancient temperatures, combining them with modern thermometer readings. This annual record of temperature variations over the past millennium offered insights into natural climate cycles. As an ?afterthought,? he included a graph of average temperatures in the Northern Hemisphere going back to the 1400s in a 1998 paper (he later extended it to A.D. 1000). That ?hockey stick? graph, which shows temperatures bouncing up and down before rapidly rising more recently, became an icon of climate change.

MONTERREY, Mexico (AP) ? The revelation that guards likely helped members of the violent Zetas drug cartel slaughter 44 rival inmates and break out of a northern Mexico jail throws new attention on the enormous corruption inside the country's overcrowded, underfunded prisons.
The top officials and as many as 18 guards at the Apodaca prison may have helped 30 Zetas escape during the confusion of a riot early Sunday in which other Zetas fatally bludgeoned and knifed 44 members of the rival Gulf cartel, Nuevo Leon Gov. Rodrigo Medina said Monday.
The massacre in this northern state was one of the worst prison killings in Mexico in at least a quarter-century and exposed another weak institution that President Felipe Calderon is relying on to fight his drug war.
Mexico has only six federal prisons, and so sends many of its dangerous cartel suspects and inmates to ill-prepared, overcrowded state penitentiaries. Drug trafficking, weapons possession and money laundering are all considered federal crimes in Mexico.
"The Mexican prison system has collapsed," said Raul Benitez, a professor at Mexico's National Autonomous University who studies security issues. "The prisons in some states are controlled by organized crime."
An increase in organized crime, extortion, drug trafficking and kidnapping has swelled Mexico's prison population almost 50 percent since 2000. But the government has built no new federal prisons since Calderon launched an offensive against drug cartels when he took office in late 2006, leaving existing jails overcrowded.
Calderon's administration has renovated three existing state prisons to use as federal lockups.
Built to hold about 185,000 inmates, the prison system nationwide now holds more than 45,000 above that capacity, according to figures from the National Public Safety System.
Of the 47,000 federal inmates in the country, about 29,000 are held in state prisons. That has drawn complaints from Medina and other state governors, who say their jails aren't equipped to hold members of powerful and highly organized drug cartels.
The federal government counters that none of the escapes or mass killings have occurred at federal lockups, and it cites corruption on the state level, not overcrowding, as the main cause of the deaths and escapes.
"The constant element has been corruption in the control processes" at the prisons, said Patricio Patino, assitant secretary for the peniteniary system.
Prison employees say guards are underpaid, making them more likely to take bribes. And even honest guards are vulnerable to coercion: Many live in neighborhoods where street gangs and drug cartels are active, making it easy to target their families with threats.
The same can be said for Mexico's municipal police forces, another weak flank in Calderon's attack on organized crime. Thousands of local officers ? often, entire forces at a time ? have been fired, detained or placed under investigation for aiding drug gangs.
"Yesterday, Apodaca, tomorrow, any other (prison)," columnist Carlos Puig wrote in the newspaper Milenio.
Nuevo Leon's governor said Sunday's breakout appeared to have been premeditated and it would have been hard or impossible to stage without the help of prison authorities.
Medina said guards and officials in the prison in Apodaca, outside the northern city of Monterrey, may have simply allowed Zetas inmates to walk out. No holes were found in the prison's perimeter walls, and no armed gang burst in to spring them.
"Unfortunately, a group of traitors has set back the work of a lot of good police," Medina said at a news conference. He offered a reward of 10 million pesos (almost $800,000) for information leading to the arrest of those involved in the mass escape.
An increase in prison violence and escapes is fueled in part by the increasing presence of members of highly organized drug cartels and other gangs in the prisons. In January, a fight between inmates in the Gulf Coast city of Altamira left 31 dead. A total of 171 inmates died in such violence last year, up from 45 in 2007, according to the newspaper Milenio.
Often, the riots and escapes are aided by authorities.
In the most striking case, prison corruption resulted in a massacre outside prison walls in 2010. Guards and officials at a prison in Gomez Palacio in northern Durango state let cartel inmates out, lent them guns and sent them off in official vehicles to carry out drug-related killings, including a massacre of 17 people at a rented dance hall. After carrying out the killings, the inmates returned to their cells, where they were safe from their rivals.
More typical was a prison massacre last July in the border city of Juarez that killed 17 inmates. Surveillance video showed guards standing passively by as two inmates took their keys and opened cell doors to spray bullets into a room where members of a rival gang were reportedly holding an unauthorized party, complete with women and booze.
The Zetas, with their quasi-military discipline, probably have an edge on their rivals from the Gulf cartel, said Benitez, the professor who studies security.
"Once inside, they gain control rapidly," he said.
The Zetas and Gulf cartel split in 2010 and have been fighting bloody turf battles in Monterrey and throughout much of northeastern Mexico since then.
But Benitez said Mexico's prisons are part of two larger problems: rampant corruption and a dysfunctional justice system.
"The prison system is just one part of the larger penal-justice system, and in Mexico the penal reform movement is going very badly," he said.
Authorities agreed there are huge problems.
"The shortcomings that exist in Mexican prisons, insufficient food, inadequate space to sleep, (poor) clothing for inmates, bad medical service, have made the prisons into places where corruption and inequality among inmates proliferates," according to a 2008 report on the nation's prisons, the federal Public Safety Department said
The report recommended legal changes to let more prisoners await trial while on bail, and the construction of more and better jails. Three years and hundreds of inmates deaths later, none of those changes have been carried out.

Is Google developing a Voice Action remote for Google TV?
Google may be developing a voice activated remote for Google TV devices, if we're to believe the rumors around the Internet today. Last year Google filed for a patent with the USPTO for a new remote and/or Android application that uses Google's cloud assisted voice recognition technology to navigate through the menus on your Google TV. Of course, everyone is comparing it to Siri, but Google has been working on this technology since they were first to market with Voice Actions in August of 2010.
According to the filings, users will be able to speak into their Android smartphone or dedicated Google TV remote, transmit their speech to Google's servers to be analyzed, then the correct intent will be sent back through the network to the GTV unit. There's also indications here to allow the process to work up to a quarter-mile away, so we can tell our television to be on and have Wheel of Fortune playing when we walk in the door. the provision of the query to the television may occur when the user is within a set distance of his home also (e.g., by determining with GPS functionality on the smartphone that he is within 1/4 mile of the home), and the television may be turned on automatically as he approaches the home, with the television tuned to a channel that is determined to be most relevant to the query
Add in additional uses like music controls and application commands, and you'll have a full featured voice remote.
Using your Android phone as a remote for Google TV is something we expect from the people in Mountain View. Tying the two together is natural, and we've already seen an Android app remote that uses voice input, and it works well. Having Google take this further can only mean good things for anyone who's interested in talking back to their television. Hopefully, we see something more about this in the near future -- I'm ready for it.

When the time comes for University of Arizona students in Tucson to hit the books for the fall 2013 semester, they will have a new off-campus option in the form of the Retreat at Tucson. Development partners Landmark Properties and Harrison Street Real Estate Capital L.L.C. have just commenced construction of the 774-bed project, which will be an upscale, cottage-style residential destination for students attending the university, located one mile to the north. And the Retreat is not your grandfather?s college apartment.
?We?re seeing more cottage-style properties being built, and Landmark is out on the forefront, as it were, for student housing development,? Chris Epp, co-director of Apartment Realty Advisors? National Student Housing Group, told Commercial Property Executive.
The 21-acre Retreat will encompass 183 domiciles containing anywhere from two bedrooms to six-bedrooms, a rarity among off-campus offerings. With a design following Landmark?s unique Retreat Student Cottage concept, the project will feature mini-homes with amenities that read like those found in a resort-style condominium. From gourmet kitchens with granite countertops and stainless steel appliances to a swimming pool with tanning ledges and cabanas, the Retreat will have what the joint venture partners describe as the most extensive amenity package in the City of Tucson?s student housing market.
It?s a different era in student housing; high-end extras are practically a prerequisite. Landmark and Harrison Street have designed the Retreat to meet those demands, offering additional bonuses like a 10,000-square-foot clubhouse with a private spa. And it?s all available in what is essentially a community of little houses.
?Some of the things that they?ve implemented are just far more advanced than what anybody else is doing at this point,? Epp said. ?I think it?s going to serve them well. It?s one thing to talk about it and wax philosophical about it, but when you are in those units and at those communities, it?s completely different from anything you?ve ever been in and I think that?s really the driving force behind it. Students say, ?How can I not want to live here???
Collegiate Construction, a Landmark affiliate, is on the ground at the Retreat as general contractor. Wells Fargo has provided financing for development, which is one of several projects that Landmark and Harrison Street will bring online this year. The partners? current construction activities will yield an aggregate 2,818 beds across the country, and housing communities in the pipeline will produce an additional 5,000 beds.
