Detroit ? Mayor Dave Bing will deliver his fourth State of the City address Wednesday night.
The annual speech will be held at 7 p.m. Wednesday at the Detroit School of Arts and comes at one of the most critical times in the city's recent history.
Advance details of the speech have not been released.
Detroit faces a budget deficit of more than $300 million and has struggled in recent months with cash flow amid declining property taxes and other revenue.
A state-appointed review team also has been looking into the city's finances and soon is expected to give its report to Gov. Rick Snyder. A financial emergency determination could lead to state oversight and Detroit getting an emergency manager.
